Program

Succeeding to Horizon 2020, Horizon Europe is the ninth European framework program for funding research and innovation. It runs for 7 years, from 2021 to 2027, and has a budget of €95.5 billion. Projects funded under Horizon Europe must be based on researchers’ excellence and on interdisciplinarity. They must also be international and multisectoral in scope, and be able to respond to the social and scientific challenges set by the European Commission. The programme is structured around 3 pillars and a cross-cutting theme.

The pillars of Horizon Europe:

The first pillar: « Excellent Science » provides funding for fundamental research in all fields. It is based above all on criteria of excellence, by selecting high-level projects such as the ERC, but also includes a section designed to promote the internationalisation of research and exchanges between member States of associated countries with the Marie Skłodowska-Curie Actions (MSCA).

The second pillar « Global Challenges and European Industrial Competitiveness » is structured around themes grouped into 6 clusters. The projects funded must therefore meet the research and innovation needs of the European Union. European missions and partnership activities also fall under this pillar.

The third pillar « Innovative Europe » aims to encourage innovation and the transfer of technologies from the labs to the market. The objective of the calls under this pillar is twofold: to promote ambitious, ground-breaking basic research and to help the players involved to turn the resulting discoveries into commercial successes.

Horizon Europe is implemented through work programmes, which are published approximately every two years and contain a detailed list of all calls for projects.
